In Mexico the National System for the Integral Development of the Family (Sistema Nacional para el Desarrollo Integral de la Familia (DIF) is the public body responsible for implementing and giving dimension to implement public policies in the field of social welfare. Their services include, but are not limited to, promoting and providing social welfare services; fostering family and community development; implementing and stimulating the healthy physical, mental, and social growth of children; managing welfare institutions for abandoned minors, the elderly, the handicapped, and the homeless who are without resources; conducting studies and research on social welfare; implementing and encouraging personnel training for social welfare; rendering legal assistance services and counseling to minors, the elderly, and the handicapped lacking resources; and supporting the implementation of state guardianship of neglected minors.
