The regulations implementing the Indian Child Welfare Act provide that Indian tribes may designate an agent other than the tribal chairman for service of notice proceedings under the Act.

To ensure that children with disabilities and their families can gain access to a free appropriate public education and to improve educational results for children with disabilities.
