House Bill 977 Overview

House Bill 977 represents a continuation of emphasis on Normalcy and requires the Department to contract with a not-for-profit entity to establish a three-year, statewide pilot program to pay specified costs of driver’s education, of obtaining a driver’s license, and motor vehicle insurance for a child in licensed out-of-home care on a first come, first serve basis. This bill also provides for preferential enrollment in driver education for specified children in care who maintain appropriate progress in school and addresses the removal of specified disabilities of nonage for certain minors.  The Department is also required to submit an annual report on the successes and outcomes achieved in the pilot program and to provide a recommendation on whether to continue, expand, or terminate the program.
