House Bill 7141 Overview


Requires the Department in consultation with other agencies, etc. to employ screening and assessment instruments and to certify safe houses and safe foster homes; requires specialized training for certain staff and service providers; removes references to short-term safe houses; creates the Statewide Council on Human Trafficking within the Department of Legal Affairs and requires annual report; and requires OPPAGA to conduct studies on commercial sexual exploitation of children in the state and submit reports to Legislature and Governor.  House Bill 7141 also provides criteria for placement in safe houses or safe foster homes, provides requirements for certification  and requires the Department to certify safe houses and safe foster homes; requires specialized training for staff of safe houses and foster parents of safe foster homes, revises criteria for placement, and requires the Department to contract with a specified entity to prepare a plan for the development and implementation of a comprehensive, results-oriented accountability program and requires the plan to be submitted to the Legislature and Governor.
